Fatwa of Sheikh Abu Baseer at-Tartousi on jihad in the Caucasus and the Emir of the Caucasus Emirate Dokku Abu Usman

Publication time: 24 August 2010, 12:49

The editorial staff of IslamUmma website reports it contacted with Sheikh Abu Baseer at-Tartousi and asked questions about the situation with the Mujahideen in the Caucasus and the Emir of the Caucasus Emirate, Dokku Abu Usman.

In response, Sheikh Abu Baseer explained in the conversation his position on the Caucasus Emirate, and the Emir of the Mujahideen Emir Dokku Umarov. He sent Salam to the Mujahedeen of Caucasus and also said that "he loves Mujahideen of the Caucasus and appreciates the Emir Dokku Umarov, that this man is a great Mujahid, and that he supports the Mujahideen in the Caucasus and he is with them".

Also, Sheikh Abu Baseer at-Tartousi, having learnt about the martyrdom of Supreme Judge of the Caucasus Emirate and the Emir of Dagestan Seyfullah of Gubden, sent his condolences, saying that he grieves with all of us about our brother and those who were with him ...

And then he made du'a, or prayer, for the Mujahideen in Palestine, Iraq, the Caucasus and throughout the world ...

Sheikh Also issued a fatwa in writing, and said that if something was needed now, there is a way to get in touch with him.

The fatwa is as follows:

Q: What is needed and what is recommended for the leadership of the Mujahideen during this period of the Jihad in the Caucasus?

Answer: Praise be to Allah, the Lord of the Worlds. Mujahideen under the leadership of Dokku Umarov are, according to Sharia, legitimate rulers of their countries and their people, and people have an obligation to submit to them and to ally with them. And as for Emirs, or rulers, of the Jihad, they in turn should look after the use of the slaves of Allah and care about their people, and try to be most merciful and close to the people, and be very careful about what is good for them, and that they should be ahead in all of their enemy and its workers (from among local hypocrites).

And every time the people gets closer to the Mujahedeen, the situation and the actions of the enemies will become more difficult

And if the people moves away from the Mujahideen, then the people will help the enemies, surrender to the enemy and expose the Mujahideen behind their backs. And thus it will be a relief for the enemy to destroy the Mujahideen with their modern weapons, in which they now succeeded.

There are different types of battles, which include clear (muhkam) battles, about which there is agreement by all, and vague (mutashabih) battles. And whenever a battle approaches to a clear one, it will be a great blessing and acceptance (approval), both on the earth and in the heaven.

All action in the jihad are caused by two criteria before they are executed.

The first among them: its relevance to the Sharia.

The second one: evaluation from the point of view of the benefits which it causes- whether it is going to more beneficial than harmful, or vice versa? And then, basing on it, a decision should be taken.

And in general, we have a book for this occasion entitled "Jihad and Sharia Politics", and we suggest you to go back to it, and, given the fact that it contains a number of instructions on the subject, it is not necessary now to go back to this subject, and here is a link to this book in Arabic "Jihad and Sharia Politics".
